  1. I think it’s not a total waste as it (i) applies to those who already proved themselves and (ii) applies to lower income which forms a minority in elite schools.

    Definitely less wastage than the blanket pre-school financial aid to all lower income families.

    Coz “success” depends not just on financial means (although it helps a lot) but also on the culture, attitude, mindset, grit of the parents, the child itself & family setup.
